    Enclosed, please find our completely revised Falmouth Band Parents, Inc., Handbook. 

     

    We hope you will take the time to review the contents and learn more about becoming involved in our Organization. Music is part of our heritage here in Falmouth and we are very proud of the programs we support. One of the greatest opportunities we have is lowering the cost of the High School Band trip that enables all our participating students to experience a wonderful education and emersion in various levels of music history and performance. 

     

    Recent feedback has informed us that there are many curiosities associated with supporting music in our schools or becoming a member.  If your child plays an instrument in Falmouth Public Schools, we need you. To help entice membership our nominal fee is only $3.00 single $5.00 family. Attend our monthly meetings and events to help us make a difference and offer positive enriching experiences to the children of Falmouth. Board positions become available annually as detailed within; all qualifying members in good standing are eligible.

     

    Our monthly meetings are posted on our website and are held in the Falmouth High School Band Room from 7- 8:30pm. Please join us.

    Mission Statement & Code of Conduct

     

    Our Mission is to lend logistical, planning and financial support to the band programs of the Falmouth Public School System and to generally encourage or enrich music within the community. It is our goal to encourage membership and build awareness of all aspects involved with Falmouth Band Parents, Inc.

     

    Our Organization’s business and reputation are dependent upon integrity and high ethical standards of all members, officers and board positions. In an effort to ensure the safety of all students, members are obligated to abide by all federal, state and local laws. As a member you are responsible for being familiar with and understanding the By-Laws and policies associated with Falmouth Band Parents.  It is important that members regularly check our website for revised versions of this handbook and happenings or events that impact schedules and responsibilities.

     

    A member, who, in the opinion of the Board by majority vote, violates any of the provisions of the By-Laws or Falmouth Band Parents Organization shall be subject to termination and/or legal proceedings. Members must, in good faith, report or cause to be reported information related to:

    ·       A violation of the By-Laws

    ·       Improper, inaccurate or misleading financial information or internal controls

    Members & Fees

     

    All people are welcome and encouraged to come to the Falmouth Band Parents, Inc., meetings typically held on the 2nd Monday of the month, September through June. See our website for current dates, times and locations.

    The following is a brief outline of fees covering membership in Falmouth Band Parents, Inc.

     

    Member:        Membership shall be open to all CORIED adults interested in promoting the objectives of the Corporation. A member in good standing shall be a member who has paid annual dues.   The Membership year is September 1 to August 31.  New members may join at any time. Please find both the membership form and the CORI form at the bottom of this book. http://www.falmouthvips.org/forms/index.htm

     

    Membership Roles: Members in good standing shall have the right to hold an office of the Corporation, and to participate in all events, including acting as chairperson or co-chair for fund-raising and committees.  Members shall have the right to make a motion and to vote at business meetings of the Corporation. Each member in good standing shall be entitled to one vote per motion. No member shall derive any personal monetary gain from the use of the Corporation property or Membership.

     

    Membership Dues:  Membership fees are due at the first meeting starting each membership year in September. Dues are $5.00 per family or $3.00 per person.  Payment along with the enclosed Membership Form, can be paid in person at the September meeting each year, or mailed to:

    Marching Band & Visual Ensemble Uniform Fee:    Uniforms belong to the school and are used every year. The annual cleaning fee for FHS uniforms is $30.00 and is due the first day of Band Camp. The Visual Ensemble may or may not use a standard school uniform due to the creative nature of this group; however, the fee will be collected for required uniform expenses.

     

    Marching Band Shoe Fee:      Shoes are purchased for students only if they are required to be new. There is an inventoried trading system, where old shoes in good condition may be used. Shoes are ordered when all students are fitted. The fee for new shoes is $30.00, due the first day of Band Camp. During participation in Marching Band, if new shoes are required this fee will be charged again.

    Chamber Ensemble Fee:   None

     

    Wind Ensemble Fee:    None

     

    Jazz Band Fee:    None

     

     

     

    Membership Termination: All members, including officers are “at will”. Sufficient voluntary separation notice shall be provided (two weeks) to the board in writing. In the event of involuntary separation for cause, see section (1), separation shall be immediate.

    Fundraisers

     

     

    Various Fundraisers are held during the year primarily for the purpose of earning Trip Points towards the expense of the Band Trips and generating funds for our organization to be able to support music in our schools. Many of these events are annual, while others are proposed, discussed and voted on at meetings. Any event that generates a profit is considered a fundraiser. Each fundraiser has an appointed Chair, if necessary a Co-chair, a board approved number of points to be earned for each item sold, or number of hours worked.

    Chairing an Event

     

    Chairing a fundraiser earns 25 Trip Points (split if there’s a co-chair), and comes with responsibilities such as:

     

    (a) Form a committee and meetings to help with the logistics, planning, execution and soliciting of sponsors.

     

    (b) Establish a budget and time & action plan to include the estimated numbers of volunteer hours required and the estimated number of volunteers needed.

     

    (c) Obtain, complete and submit permission forms from the FHS Activities Committee and FHS Main Office for building use (or other license/permit agency/office).

     

    (d) Determine the trip points eligible to be earned for the items and hours & obtain board approval.

     

    (e) Solicit student volunteers with the help of the Band President at Falmouth High School.

     

    (f) Negotiate and secure the required materials and items necessary to support the fundraiser within budget.

     

    (g) Work with the Publicity Manager to promote the event in a timely manner to meet all deadlines.

     

    (h) Provide updates to the board at monthly meetings.

     

    (i) Collect revenue and make deposits promptly.

     

    (j) Track and report all expenses, receipts, profit and loss to the Treasurer as well as all volunteer hours for VIP and points earned for the Trip Fund.

     

    (k) Ensure all correspondence needs are reported to the Secretary for processing.

     

    (l) Have fun!

     

    (m) Conduct a post event briefing with the committee to consolidate notes and records to be kept on file with the Organization for subsequent Chairperson(s).

     

     

    Example of How Fundraising Points Earn Money:

     

     

    Below is an example of how earning points through fund-raising makes a difference. Please refer to the by-laws for specific eligibility requirements and point system methodology:

     

                  The Poinsettia Sale = 1 point per plant sold.

     

    10 volunteers to work 5 hours = 1 point per hour.

     

    An eligible participant sells 25 plants and works 5 hours on the event sorting and verifying the shipment for the Chairperson.

     

    The eligible participant earns a total of 30 points for this fundraiser and it’s reported by the Chairperson and recorded in the participant’s account by the Treasurer.

     

    At the end of the fund-raising year, all fund-raising dollars are combined and allocated.  For purposes of this example, the collective net dollar value of points is determined to be $1.50.  This one event has helped this participant earn $45.00 towards the payment of their band trip at Falmouth High School!

    Falmouth Band Parents, Inc. By-Laws

     

    Article I

    Name

     

    Section 1: The name of the Corporation shall be Falmouth Band Parents, Inc.

     

    Article II

    Mission and Powers of the Corporation

     

    Section 1: Mission

    As a 501 (c) (3) organization, the purpose of the Corporation shall be as set forth in its articles of organization, including the following:

     

    1.1           To lend logistical support to the band programs.

    1.2           To lend financial support to the band programs.

    1.3           To encourage and enrich music within the Falmouth community.

     

    Article III

    Membership

     

    Section 1: Membership

    Article IV

    Fiscal Year

     

    Section 1: Fiscal Year

    1.1    The fiscal year for accounting purposes shall end on June 30 of each year.

     

    Article V

    Meetings

     

    Section 1: Meetings

    1.1           All meetings shall follow Robert’s Rules of Order. http://www.robertsrules.org/

    1.2    The Annual Meeting shall be held on the second Monday of May or within 31 days of June 30th at the discretion of the officers of the Corporation.  The Annual Meeting shall not coincide with the date of the Annual Awards Banquet.

    1.3    Band Parent meetings consisting of general membership shall be held at Falmouth High School or another suitable location on the second Monday of each month with the exception of holidays. In the event of a scheduling conflict, the notification will be on our website one week prior to the originally scheduled meeting, or as soon as possible once the conflict has been identified.  falmouthbandparents.org

    1.4    Quorum of Members shall be necessary to conduct the business of the Corporation.  A quorum is comprised of the majority of the board members in good standing including the presiding officer and recording secretary.

    1.5    Special meetings of the Band Parents shall be called by the president. Notice of the special meetings shall be e-mailed and posted on the website, falmouthbandparents.org to all members at least five (5) calendar days prior to the scheduled meeting date and shall state the reason for the special meeting.

    1.6    Board of Directors’ Meetings (Officers of the Corporation) shall be held as deemed necessary by the board (including July and August) at a time preceding the regular meetings.

    i        Quorum for any Board of Directors’ meetings shall consist of the majority in good standing.

    ii       Only members of the board are entitled to vote at Board of Director’s meetings.

    iii      Emergency Meetings of the Board of Directors can only be convened with the notification of the full board. 

    1.7    Occasionally, it may become necessary for a pressing issue to be brought to vote via email. In the event that a board member is unreachable a vote can take place as long as effort has been made to contact all members and the majority number of the board votes.  All board members shall be notified of the results of the meeting or the email communication in a timely manner and it shall be included in the minutes at the next meeting.

     

    Article VI

    Elections

     

    Section 1: Elections

    1.1    The nominating committee shall consist of three (3) members in good standing who are excluded from running for office for the upcoming year. Nominations from the floor shall take place at the April Meeting.

    1.2    The slate of new Officers of the Corporation shall be presented by the nominating committee at the Band Parents meeting in May of each year.

    1.3    Election of the Officers of the Corporation shall take place at the Annual Meeting.

    1.4    Voting even with non-contested positions will be by written secret ballot (see appendix for secret ballot).

    1.5    Absentee votes will be allowed only for the election of the officers at the Annual Meeting. The secretary shall provide absentee ballots upon request prior to the Annual Meeting. All absentee ballots must be returned to the secretary prior to the vote.

    1.6    Vacancies of the officers of the Corporation shall be filled by nominations taken from the floor at any Band Parent meeting, and a vote in compliance with section 1.4 & 1.5.

    1.7    The newly elected officers begin their term at the close of the Annual Meeting.  The previous president will be in charge of the Annual Awards Banquet.

     

    Article VII

    Board of Directors

     

    Section 1: Board of Directors

    1.1    The officers of the Corporation shall consist of 11 members: President, Vice President, Secretary of Record, Corresponding Secretary, Treasurer of Record, Assistant Treasurer, four (4) directors and the Publicity Manager. If 11 board members cannot be secured for a given year, the four (4) director positions will be restricted to a number that creates an odd number of Officers.

    1.2    With the exception of the Treasurer of Record and the Publicity Manager, terms of office for the Officers of the Corporation shall be for one (1) year and no individual may hold the same office for more than two (2) consecutive years. Any officer wishing to resign from a post must provide adequate notice to permit the board sufficient time (30 days) to post the opening and accept nominations to replace the board position pursuant to Article VI, section 1 1.6.

    1.3    The Officers of the Corporation shall manage the affairs, policies and business of this Corporation, including annual financial audits and tax filings to maintain the Corporation’s status.

    1.4    The Officers of the Corporation shall spend only those funds that have been approved by the vote of the general membership at a Band Parents meeting or as provided in Article V section 1.  The results of the vote will be read into the minutes of the following Band Parents Meeting.

     

     

     

    Article VIII

    Duties of Officers

     

    Section 1: Duties

    Duties of Officers include but are not limited to:

    1.1    The President (term limits) shall;

    i.       Preside at all meetings and represent the Corporation at all appropriate functions, and be a member ex-officio of all committees.

    ii.      Appoint, with approval of the membership, all committees.

    iii.     Set the Agenda for the meetings with the help of the Secretary of Record.

     

    1.2    The Vice President (term limits) shall:

    i.       Assume all duties in the absence of the President.

    ii.      Maintain all Corporation property (to be stored at Falmouth High School) and be responsible for keeping written a yearly inventory reported to the Treasurer.

    iii.     Organize volunteers to staff committees.

    iv.     Assist the President as requested.

     

    1.3    The Secretary of Record (term limits) shall:

    i.       Perform clerical duties of the Corporation for the purposes of the reports to the Secretary of State.

    ii.      Record the minutes of all the meetings.

    iii.     Organize agendas for each meeting.

    iv.     Maintain accurate by-laws.

    v.      Keep records of committees and their members.

    vi.     Maintain the Corporation records and filing system.

     

     

    1.4    The Corresponding Secretary (term limits) shall:

    i.       Compose and/or prepare all correspondence, with the exception of letters that fall under the responsibility of a chairperson.

    ii.      Notify members of scheduled meetings and assist the President in creating the newsletter.

    iii.     Organize and present a calendar of events to the members.

    iv.     Assume the responsibility of recording the minutes in the absence of the Secretary of Record.

    v.      Contact the Activities Office of Falmouth High School and inform them of all events of the Corporation.

    vi.     In concert with band director complete the required fund raising forms and submit in a timely manner to the principal.

     

    1.5    The Treasurer of Record (NO term limits) shall:

    i.       Oversee the finances of the Corporation.

    ii.      Maintain a permanent record book with a detailed account of all the money received and all money paid out.

    iii.     Promptly pay all approved expenses.

    iv.     Present a signed, itemized balance sheet and consolidated financial report at each meeting including profit and loss reconciliation by event.

    v.      Maintain and validate the point system.

    vi.     Prepare and present at the Annual Meeting a budget of anticipated income and expenses for the upcoming year based on the previous year’s figures.

    vii.    File the required state and federal tax returns with the assistance of the Corporations’ CPA.

    viii.   File the annual report to the Secretary of State.

    ix.     Present the signed annual report to the full membership.

    x.      File any local, town, state and federal reports.

    xi.     Train the Assistant Treasurer to cover all duties of the Treasurer.

     

    1.6    The Assistant Treasurer (term limits) shall:

    i.       Assist the Treasurer of Record

    ii.      Assume the duties of the Treasurer of Record if required and until a qualified replacement is hired by the board.

    iii      Collect and deposit all Band Parent monies and expeditiously give the Treasurer a deposit slip and an itemized explanation.

    iv.     Review and co-sign the Treasurer’s report before presentation to the Band Parent’s membership.

    v.      Collect membership forms and dues at Band Parents meeting and Board meetings.

    vi.     Maintain the permanent mailing address of the corporation (PO Box 196, Falmouth, MA 02541-1096).

     

    1.7    Publicity Manager (NO term limits) shall:

    i.       Advertise and promote the activities of the Falmouth Band Parents, Inc.

    ii.      Present a progress status report at each Band Parent’s meeting.

    iii.     Create 6 published newsletters to be distributed to the membership.

     

     

     

    Article IX

    Standing Committees

     

    Section 1.  Standing Committees

    1.1    The Standing Committees shall be formed at each appropriate and timely monthly meeting and shall include:

    i.       Annual Awards Banquet

    ii.      Nominating Committee

    iii.     Fund-Raising

    v.      Trip Committee

    vi.     Uniforms and Equipment

    vii.    Grants & Scholarships

     

     

     

    Article X

    Grants & Scholarships

     

    Section 1: Grants & Scholarships

    1.1    The Grant Committee shall consist of the Band Director and two (2) members appointed by the Board of Directors.

    1.2    The Grantees shall be selected from written applications and based on the criteria set by the Grant Committee and approved by the general membership

    1.3    Drum Major Camp scholarships are to be no more than one half the costs per person for the camp.  All attendees shall submit a request in writing to be reimbursed. The request shall be received by the Committee no later than October 1 after camp.  All scholarships are subject to approval by the membership at the October Band Parents Meeting.

    1.4    Applicants for Trip Scholarships shall submit a request in writing to be received by the Trip Committee no later than 45 days prior to a Band Trip. All scholarship applicants must be able to substantiate justification and support sufficient volunteer hours of service commensurate with the spirit of the Falmouth Band Parent Organization. Trip Scholarships are to be approved by the Trip Committee and funded through donated/forfeited points earned. All scholarships recommended by the committee must be voted and approved by the Board.

    1.5    If requests are not received on time it will be up to the discretion of the Grant & Scholarship Committee to approach the membership for approval of the timeliness waiver.  All decisions are final.

     

    Article XI

    Dissolution of the Corporation

     

     

    Section 1: Dissolution of the Corporation

    1.1    Upon voluntary or involuntary dissolution of the Corporation all monies remaining after providing for payment of its debts and obligations are to be donated to Falmouth High School to procure, or repair musical instruments for Falmouth High School.

     

     

    Article XII

    Amendments

     

     

    Section 1: Amendments

    1.1    These By-laws may be amended or repealed by an affirmative vote of a quorum of the members of the corporation by any annual meeting or special meeting called for this purpose.  A special meeting for the purpose of amending the by-laws must meet the notification requirements of Article V. Any amendments to the by-laws shall be properly dated and typewritten and shall be attached to and become part of these by-laws.

    1.2    These by-laws should be reviewed by the By-law Committee and approved by the membership every three (3) years.

    Point System

    1.                Purpose

    a.     Allow students to earn money to pay for band trips.

     

    2.                Eligibility for “Student Point Accounts”.

    a.     Any current year eighth grade or high school student member of the instrumental music program or visual ensemble of Falmouth Public Schools, or any member in good standing, will automatically have an “Account” opened once points are earned.

    b.    Points earned during previous years are carried forward only as described in section 6 below.

     

    3.                Earning Points

    a.     Eligibility

                                                                 i.      Any current year eighth grade or high school member of the instrumental program or visual ensemble of Falmouth Public School System as described in Section 2 and their parents or guardians; or any member in good standing as defined by the By-Laws.

                                                              ii.      Every attempt will be made to structure fund raising events to accommodate all interested students and parents for the broadest possible point distribution.

                                                           iii.      Points earned by eligible students and non-students (See Section 3a.i.) may be directed, by that individual, to an eligible student.  If no student is designated by the close of each year, the points earned will be returned to the General Fund.

    b.    Effort required to earn points

                                                                 i.      The number of fundraiser points for each item sold, or each hour worked (in 30 minute increments) are established for each fundraiser by the Chairperson and approved by the Board. Volunteer hours of service are established as deemed necessary by the fundraiser’s Chairperson. Control logs are the responsibility of the Chairperson for each event and, serving as a Chairperson (or co-Chair if applicable) of a fundraiser, or by selling items through the fundraiser. Each “fundraiser” will have a points per effort (hour of work, item sold, order placed, etc.) approved by the Board of Directors. The effort/point will be proposed by the Fundraiser Chairperson and approved at the time of the fundraisers’ approval by the Board.  Each Fundraiser Chairperson earns 25 points per event.  If the event requires a Co-Chair the points will be equally split.  Exceptions will be voted and approved by the Board on a case by case basis. Committees do not earn points, nor do the meeting hours required to generate a fund raising event prior to the day of event itself unless special provisions have been presented and approved by the Board.

                                                              ii.      Points are earned for the fundraising events only.  Time spent as Officers, Board Members, Committees, Uniform Maintenance, show preparation, and social events such as Thanksgiving Breakfast, Annual Awards Banquet, etc., are strictly on a volunteer basis only. Volunteer hours of service are tracked at all events by the event Chairperson/Co-Chair and reported to the Treasurer for VIPS, or if applicable, the Band Director for Student Honor Programs.

     

    4.                Point Monetary Value

    a.     The monetary value of each point changes annually.  It represents 25% of the total net profit of the combined qualifying Fundraisers at the end of the fiscal year (June 30th) divided by the total points earned that year. The remaining 75% is split between the “General Fund” (50%) and the “General Travel Account” (25%)

    b.    Net profit is the gross receipts of each event, less expenses.

    c.     On a trip year, by vote of the Board of Directors, the Fundraising Year may be declared closed early, to permit conversion and distribution of Points Value in time for the trip.

     

    5.                Points Conversion and Distribution

    a.     Points are converted to cash and posted into the “Trip Account” at the end of the fiscal year (June 30th). When all the fundraisers are closed for the year, the point value can be determined.

                                                                 i.      Any fundraiser held after June 30th will be applied to the following fiscal year.

                                                              ii.      If an individual’s trip account has an excess amount of money necessary to cover the cost of the person’s trip, the excess can be donated to another person’s account or used towards a chaperone’s expenses at the discretion of the individual with the excess.

                                                           iii.      Note, that at the close of each year, there will be points leftover in certain accounts, such as graduating seniors during a non trip year or non-travelling individuals. Those points can be donated to another person’s account during non-trip years only. At the close of a trip year, all accounts are drawn down to zero.  Points that are not donated will be returned to the general account.

    b.    A qualifying person’s number of points earned status may be requested at any time from the Treasurer.

    c.     Conversion is made whether or not the qualifying person is still actively involved in a qualifying activity.

    d.    The total dollars earned that year will equal the Points Value (Section 4.a) times the number of points earned by that individual (Section 3).

                                                                 i.      The total dollars earned will be credited to the individual’s “Trip Account” according to Section 4.

    e.     Payments are made only as described in Section 6.

    f.      If the individual leaves the instrumental music program system prior to his or her graduation date, accumulated points revert to the general fund if they are not donated to another by that person. It is important that the trip points be reviewed for this opportunity.

     

    6.                Student Trip Account

    a.     Purpose

                                                                 i.      Provide a means for students to earn money for trips making it possible for students and chaperones to go on trips and reduce the strain of extra expenses.

                                                              ii.      Encourages involvement in band fundraisers that will benefit the entire program.

    b.    Posting

                                                                 i.      Each “Trip Account” will receive that       individual’s total points at the close of each fund raising event.

                                                              ii.      At the close of the financial year, all points will be posted in the Falmouth High School Band Room.  At any time, earned point status may be requested and obtained from the Treasurer.

    c.     Availability

                                                                 i.      Funds are made available to students on a trip year for Band Trips. Only converted funds are available, no payments based on projected points value will be made.

                                                              ii.      No payments will be made until any outstanding debits (such as Uniform Fees, or Sweatshirt purchases) are paid. The Treasurer may transfer funds in this account to cover such unpaid debts.

    d.    Yearly Carryover

                                                                 i.      The cycle starts and ends on a Trip Year

    1.    Trip Accounts carryover only from non-trip years to Trip Years.

    2.    Those that do not choose to go on the Band Trip will have their points returned to the General Fund at the end of the Trip Year if they have not been donated to another qualifying student or member per section 3.

    a.     Those that do go on the trip and do not wish to use some or all of their Trip Account will be returned to the General Fund if not donated to another qualifying student or member per section 3. This includes excess.

    b.    Any senior who accumulates points during a non-trip year will have the value of their account returned to the General Fund if not donated to another qualifying student or member per section 3.
